Abstract
The special functions of higher education systems in the world are identified through the analysis of the context of political economy. This political economy is often seen in higher education as part of the church and part of the casino. The two can be redefined as the Vatican and the Vegas Heart of Higher Education, respectively. In this regard, successful scientific diplomats have established their independence by protecting the bases and expanding it, and can crystallize the most intellectual adventures within the borders of their institution. This requires a forward-looking macroeconomic strategy, on the one hand, and the use of other scientific diplomats, on the other, to protect higher education from current market epistemological distinctions in the face of market pressures. In this article, with the analytical and comparative review of authoritative sources in the constructive space of neoliberalism and the atmospheric effects of political economy along with rentier capitalism, the mission of scientific diplomats in higher education has been reviewed.
