1. Introduction
The Fourth Industrial Revolution (4IR) has fundamentally redefined the role of electricity, transitioning it from a conventional infrastructure input to a pivotal strategic variable in technological governance. The rapid proliferation of AI, 5G, and smart cities necessitates a paradigm shift in energy policy. This study focuses on the UAE, a pioneer in the Persian Gulf, to examine how a reliable clean energy mix and integrated policymaking create a technological competitive advantage. The primary objective is to elucidate the nexus between electricity production structures and the pillars of governance, including energy security and computational capacity.
2. Theoretical Framework
The research is grounded in the concept of “Technological Governance,” where state power is increasingly derived from digital sovereignty and AI-driven economies. The framework integrates Energy Transition Theory with Industrial Policy, arguing that in the 4IR era, the reliability and “cleanliness” of the power grid serve as the bedrock for hosting massive computational workloads. This synergy forms a feedback loop where energy enables AI, and AI, in turn, optimizes energy systems through grid digitalization.
3. Methodology
This study employs a descriptive-analytical methodology, utilizing documentary analysis of high-level strategic reports and international datasets spanning 2020 to 2025. By analyzing the UAE’s energy diversification and its correlation with digital infrastructure indices, the research identifies a scalable policy model for the broader region.
4. Results & Discussion
Findings indicate that the UAE’s strategic shift maintaining natural gas as a baseload while aggressively integrating nuclear and solar capacities has significantly enhanced grid reliability. Key projects, such as the Hatta pumped-storage facility, provide the necessary stability for energy-intensive AI clusters. The results demonstrate that the UAE has successfully synchronized its “industrial-energy” policy with its “digital-AI” strategy. This dual-track approach not only meets surging demand but also improves system efficiency through smart grid implementations.
5. Conclusions & Suggestions
The study concludes that “affordable, clean, and reliable electricity” is now the primary determinant for the localization of global computational clusters. The UAE serves as a successful model of how synchronized infrastructure can facilitate a total technological transition. It is suggested that regional policymakers adopt an integrated governance framework that aligns electricity supply with industrial and digital ambitions to ensure competitiveness in the 4IR landscape.
